Is Venezuela wagging a war against the US?

Hugo Chavez has launched several political snubs against the US. He’s called the President a devil at the UN. He staged an anti-US rally a few blocks from (and moments before) his last meeting with the US President in Venezuela. He has used the Citco corporation (100% owned by the Venezuela Government) in an attempt to breed discontent by giving away “under-market” fuel to select impoverished communities within the US.
Now he’s talking about nationalizing the assets of a US company AES (Venezuela’s electric company). This after Venezuela sold the rights to privatize their electric utility.
Is Venezuela wagging a war against the US? Should the US seize the available assets of Citco in retaliation?
This whole situation is a little odd in this instance, while the tyrant has been elected 3 times and weathered a coup, he has only been in office for only 7 years. I would expect a dictator to crush the free-will of the people and assonate their opposition for at least a decade before pulling stunts like these.
